Southeast Europe is one of the fastest-changing logistics regions in the world. Piraeus has emerged as one of Europe's top container ports under COSCO operation. Constanta on the Black Sea is a critical Eastern European gateway, especially after grain-corridor disruptions. Istanbul handles enormous transit flows between Europe and Asia. This guide is for English-speaking forwarders, shippers and software buyers active in the region.
In one paragraph
Greece (Piraeus), Cyprus (Limassol), Bulgaria (Varna, Burgas), Romania (Constanta) and Turkey (Istanbul, Mersin, Izmir) form a dense logistics corridor connecting Europe with Asia, the Middle East and the Black Sea. Customs systems vary — EU member states (GR, CY, BG, RO) operate within UCC; Turkey operates BILGE and a separate transit framework via the Common Transit Convention. Forwarder populations are large and English-fluent at the international-account level. AI adoption is at an earlier stage than Western Europe, with document and email automation as the natural entry point.
The Southeast European logistics geography
- Piraeus (GR). Now operated under a long-term concession by COSCO, Piraeus has grown into one of Europe's top container ports by TEU volume. It is a primary Mediterranean transhipment hub for Asia-Europe flows, increasingly competitive with Algeciras and Valencia.
- Constanta (RO). The largest port on the Black Sea by container and bulk volume. Strategic significance grew sharply during the 2022–2024 grain-corridor disruptions, when much of Ukrainian agricultural export rerouted via Constanta.
- Varna and Burgas (BG). Bulgaria's main Black Sea ports, important for bulk and project cargo.
- Limassol (CY). Cyprus' main port; secondary Mediterranean hub serving the Levant trade.
- Istanbul, Mersin, Izmir (TR). Turkey is non-EU but a critical transit market, particularly for road freight Europe-Middle East and Europe-Central Asia flows. Istanbul's Ambarli, Mersin International Port and Izmir Aliaga handle substantial container volumes.
- Athens, Thessaloniki, Bucharest, Sofia, Istanbul airports. Cargo airports of varying scale; Istanbul Airport (IST) in particular has emerged as a major air-cargo gateway with Turkish Airlines Cargo.
Customs systems and trade-data infrastructure
- ICISnet (GR). The Greek customs information system, EU-UCC aligned, electronic submission of import/export declarations.
- BIMIS / Customs.bg (BG). Bulgarian customs IT framework.
- RCDPS / e-Customs (RO). Romanian Customs Declaration Processing System.
- Cyprus Customs eClearance (CY). Cypriot customs interface.
- BILGE (TR). Turkish customs IT for declarations. Turkey is in the EU–Turkey Customs Union for industrial goods (since 1996) and uses NCTS via the Common Transit Convention.
- Port community systems. ICISnet integration in Greek ports; Magellan in Constanta; varying systems across other regional ports.

- FFA (GR). Hellenic International Freight Forwarders Association — the Greek forwarder federation.
- NSBS (BG). National Association of Bulgarian Freight Forwarders.
- USER (RO). Romanian forwarder association.
- UTIKAD (TR). Association of International Forwarding and Logistics Service Providers — the Turkish forwarder federation, FIATA-affiliated.
AI adoption observations
Patterns observed in conversations with forwarders, ports and customs brokers across the region in 2025–2026:
- English-language fluency at the international-account level. Major Greek, Romanian and Turkish forwarders run multinational accounts in English. Tools sold in English face little linguistic friction at the international-business level — though local-language UI helps for domestic operations staff.
- Lower software-incumbent saturation. The region has fewer entrenched mid-market forwarder software vendors than DACH or Benelux. New entrants face a less-defended market.
- High labour-cost sensitivity. Wage inflation in Greece, Romania, Bulgaria and Turkey since 2022 has been substantial. AI tools that demonstrably create operational capacity are received as productivity infrastructure rather than discretionary technology.
- Cross-border complexity. Forwarders routing between EU member states (GR, CY, BG, RO) and non-EU Turkey deal with parallel customs frameworks. AI document tools that handle multilingual paperwork (English, Greek, Bulgarian, Romanian, Turkish) have a structural fit advantage.
- Geopolitical resilience matters. The Black Sea corridor disruptions of 2022–2024 sharpened operations leaders' appetite for tools that improve visibility and adaptability rather than just back-office efficiency.
Why a Netherlands-based AI vendor matters here
Logentic is anchored in the Netherlands — the largest gateway to Europe by sea-freight volume. For Southeast European forwarders this matters in three ways:
- Trade-lane connectivity. Many Southeast European exports route through Northern European ports (Rotterdam, Antwerp) on the way to global destinations. A Rotterdam-native AI partner reduces friction on those lanes.
- EU data residency. Hosting on EU infrastructure within UCC-aligned member states matters for forwarders serving EU import/export.
- Outside-region credibility. A Dutch-headquartered vendor brings reference customers from the densest forwarder cluster in Europe and operational practices benchmarked against tier-1 European forwarding.
For Greek, Romanian, Bulgarian, Cypriot or Turkish forwarders, the practical fit is the same as elsewhere: read inbound emails and documents in any language, structure the data, push into existing TMS or customs software. We do not require replacing local platforms; we sit upstream on document and email handling.
Practical entry-points for Southeast European operations leaders
- Multilingual booking-email triage. Greek, English, Romanian, Turkish booking emails arriving daily from various trading partners, processed into structured TMS bookings without re-typing.
- Document extraction for B/L and CMR. COSCO, MSC, Maersk and feeder lines from Piraeus, Constanta and Mersin produce large volumes of B/Ls in varied formats. AI-vision extraction reads them all.
- Cross-border declaration data preparation. Cleaning product descriptions and trade data on shipments crossing EU–Turkey or EU–non-EU borders so customs declarants can focus on classification rather than data-entry.
Where Logentic does not yet have depth

We have validated multilingual document handling on Greek, Bulgarian, Romanian and Turkish documents in technical testing, and we operate cross-border within EU infrastructure, but our reference base is anchored in the Benelux.
